New Hampshire residents in UTA nursing programs
UTA's map opens the online RN-to-BSN and the Nursing Education and Nursing Administration MSNs to New Hampshire residents, and keeps NP study, including post-master's NP certificates, and the DNP closed. New Hampshire does have a rule for out-of-state programs. Its target, though, is pre-licensure education, and the state's licensing office places post-licensure programs outside what the Board regulates.

Nur 602.15(j) and who it covers
Programs from elsewhere have their own rule at the New Hampshire Board of Nursing, which sits within OPLC, the Office of Professional Licensure and Certification. Under Nur 602.15(j), “Distance Education-Pre-Licensure”, an approved pre-licensure program based outside New Hampshire that contracts with facilities in the state must tell the Board it intends to place students there, then give six weeks' notice before each planned placement. The filings are an annual Form A petition, a Part B Student Clinical Placement form per rotation and a Clinical Preceptor Agreement per preceptor.
Two caveats. OPLC's education-programs page says the Board leaves post-licensure programs, RN-BSN and RN-MSN by name, unregulated, and that category appears to fit what UTA offers New Hampshire residents. Second, Cornell's LII version of Nur 602.15 carries an expiration date of January 23, 2026, although OPLC still cited the rule that month; we could not confirm whether it has been readopted.

Your license: compact since 2018, with a Massachusetts exception
January 19, 2018 is New Hampshire's compact implementation date. Since then, practicum hours here have been covered by any compact state's multistate RN license. That satisfies UTA's handbook, which wants you licensed wherever you complete clinical work.
The exception is next door. A site on the Massachusetts side of the Boston metro needs a Massachusetts license until that state's compact takes effect, which its Board is targeting for May 2027. UTA's handbook separately covers students who live near a border and want clinicals in the neighboring state: they email NursingSOA@uta.edu first.
Manchester-Nashua, Concord and the Boston metro's northern edge
Manchester-Nashua, entirely within New Hampshire, had 433,415 people in 2025; the Concord micropolitan area had 158,078; and 459,120 residents live in the New Hampshire part of Boston-Cambridge-Newton. Systems include Dartmouth Health, home to Dartmouth Hitchcock Medical Center; Catholic Medical Center (HCA Healthcare); Concord Hospital Health System; and Elliot Health System and Southern New Hampshire Health, founding members of SolutionHealth, whose boards proposed dissolving it in July 2025.
Because UTA needs an affiliation agreement with the clinical agency, confirm the exact legal name of an Elliot or Southern New Hampshire Health site when you submit it. These systems show where nurse leaders and educators work; none is presented as a UTA site. For Administration, a 2015 UTA syllabus asked for preceptors with a master's degree in nursing, business administration or health care administration, and UTA's clearance policy names Education, NP and DNP students but not Administration, so check both points with your coordinator.
RN-to-BSN community work, and where we come in
The RN-to-BSN needs no preceptor. The two community courses, NURS 3325 on older adults and NURS 4465 on population and community health, happen in community settings; New Hampshire's health department is the Department of Health and Human Services. A 2018 version of NURS 4465 asked students to work with a community health nurse at an agency serving a target population; current assignments are not public.
Where a preceptor is involved, in Education or Administration, a placement advisor can search New Hampshire for one who fits your course, help with the packet UTA reviews and search again if one drops. UTA approves every preceptor and site.
NP and DNP students: New Hampshire is off the list
AANP rates New Hampshire a full-practice state, but UTA's map does not list it for the NP tracks, post-master's NP certificates or DNP. The MSN handbook lists what a mid-program move can cost: a placement delayed or refused, clinicals relocated to Texas or another approved state, withdrawal from a course or the program, or no graduation on schedule. Email NursingSOA@uta.edu before you move; out-of-state clinicals explains the rest. Neighboring Maine and Vermont are not UTA NP states either.
Questions UTA students ask
Does New Hampshire's Nur 602.15(j) apply to UTA's MSN practicums?
As written, it targets pre-licensure programs from other states, and OPLC says the Board does not regulate post-licensure programs, RN-BSN and RN-MSN included. The rule's status is also uncertain after a January 2026 expiration date appeared in one published copy. UTA's state authorization team, at NursingSOA@uta.edu, makes the call for UTA.
Can I use a Concord or Manchester hospital for UTA's Administration hours?
UTA lists New Hampshire for MSN Nursing Administration, so a New Hampshire facility with senior nurse leaders can be proposed. For NURS 5339, UTA's RN-to-MSN page states a preference for a location other than your place of employment, and UTA must approve the preceptor, the site and the agreement before you start.
Is UTA's NP program available if I live in southern New Hampshire and work in Boston?
No. Neither New Hampshire nor Massachusetts is on UTA's NP and DNP list, which is limited to Arkansas, California, Colorado, Florida, New Mexico, Texas and Virginia. UTA reads your state from MyMav, and before you look for a preceptor across a state line, the handbook wants an email to NursingSOA@uta.edu.
Do I need a New Hampshire RN license for UTA practicum hours there?
Not if you hold a valid multistate license: New Hampshire's compact participation dates to January 19, 2018. The one gap is a site across the line in Massachusetts, whose compact is not yet in effect; UTA's handbook would require a license valid there too.
