UTA's online nursing programs from a Vermont address
UTA lists Vermont for its online RN-to-BSN and for the Nursing Education and Nursing Administration MSNs. UTA's nurse practitioner tracks, its post-master's NP certificates and its DNP stay closed to Vermont residents. Vermont's Board rules require approval to run a nursing education program in the state, yet we found nothing that squarely addresses a program from another state sending its students to Vermont sites.

Vermont's Board rules and programs from other states
The Vermont Board of Nursing works within the Office of Professional Regulation under the Vermont Secretary of State. Part 5 of its rules, effective May 11, 2023, requires Board approval before anyone conducts a nursing education program in Vermont. Online-only programs are exempt if they hold Vermont Agency of Education approval, and 26 V.S.A. 1584 is the statute to read alongside it.
Nothing in the rules, the Board FAQ or the statutes that we located deals specifically with an out-of-state program placing students at Vermont clinical sites. 26 V.S.A. 1583(2) exempts students, but only when the practice is incidental to studying in a program carrying Board approval; you would be working on your own RN license anyway, since UTA requires one valid in the clinical state. Whether a UTA practicum in Vermont needs anything from the Board is a question for NursingSOA@uta.edu, not for the site.
Vermont is a genuine gray area for out-of-state programs. Get UTA's answer in writing before you commit to a site.
One compact license, with a residency rule
February 1, 2022 is the date Vermont implemented the Nurse Licensure Compact. An RN holding an active multistate license from a different compact state can, per Board Rule 4.1, work in Vermont without a Vermont license up to the point that Vermont becomes the nurse's primary state of residence.
A nurse commuting in from New Hampshire on a multistate license is covered. Someone who moves to Burlington from Texas will need a Vermont license once Vermont becomes home. UTA's handbook ties your practicum to a license that is valid in Vermont, so settle this before the practicum term; RN license for clinicals has UTA's side.
Burlington, Rutland and the New Hampshire line
Burlington-South Burlington, the metro area, had 227,803 people in 2025. The Lebanon-Claremont micropolitan area straddles the border, with 87,314 of its 224,500 residents in Vermont, and Rutland's micropolitan area counts 59,653. Under the University of Vermont Health banner sit Central Vermont Medical Center, UVM Medical Center and Porter Medical Center. Southwestern Vermont Medical Center (a Dartmouth Health hospital; that system is based in New Hampshire) and Rutland Regional Medical Center are the other large names. None is presented here as a confirmed UTA site.
For an Education or Administration preceptor in Vermont, a placement advisor can search for one who fits your UTA course and help prepare what UTA reviews; UTA approves every placement. RN-to-BSN students need no preceptor, and the Vermont Department of Health, which runs the state's public health work, is a natural reference point for community assignments. A site on the New Hampshire side of Lebanon-Claremont brings a second state's rules into play, so ask UTA first.
A preceptor incentive that stopped at Vermont's own schools
Vermont has funded a preceptor incentive before. Act 183 of 2022 (Sec. 21) made a one-time fiscal year 2023 appropriation for incentive grants to nurses at Vermont critical access hospitals who precepted students in Vermont nursing programs, paid per preceptor hour. It was limited to Vermont programs' students, and we found no source showing it continued past fiscal 2023. A preceptor working with a UTA student should not expect a state payment.
UTA NP and DNP students thinking about Vermont
Vermont is a full-practice state where new NPs work under a collaborating agreement until they reach 24 months and 2,400 hours, and its Board FAQ says APRN students need an APRN or physician preceptor with a Vermont license; PAs may not precept them. None of that matters for UTA, which does not list Vermont for NP study or the DNP. Moving here mid-program risks delayed placement, being required to do clinicals in Texas or another approved state, or withdrawal, so email NursingSOA@uta.edu first. See out-of-state clinicals.
Questions UTA students ask
Is UTA's MSN in Nursing Education open to Vermont residents?
Yes. UTA's state map lists Vermont for MSN Nursing Education, along with the RN-to-BSN and MSN Nursing Administration. NURS 5362, the main Education practicum, runs 135 precepted hours under someone working in nursing education; UTA accepts hospital, clinic and academic settings.
Does Vermont's preceptor incentive grant cover UTA preceptors?
No. Act 183 of 2022 funded the grants once, for fiscal 2023, and they went to nurses at Vermont critical access hospitals who precepted students of Vermont nursing programs. UTA is a Texas program, so its students fell outside it, and we found no evidence the grants continued after that year.
I'm moving to Vermont with a Texas multistate license. Do I need a Vermont license?
Once Vermont becomes your primary state of residence, yes. Board Rule 4.1 lets you practice in Vermont on another compact state's multistate license only until Vermont becomes your primary residence. UTA's own licensing rule applies on top of Vermont's, so sort out the switch before your practicum begins.
Can I do UTA's FNP clinicals in Vermont?
No. UTA's map lists the NP tracks in Arkansas, California, Colorado, Florida, New Mexico, Texas and Virginia only, and UTA's handbook ties completion to states where its nursing college can operate. Vermont's own rules on APRN-student preceptors never come into play for a UTA student. If you are already enrolled and moving, email NursingSOA@uta.edu before you go.
