Maine and UTA online nursing
Living in Maine, you can enroll in UTA's online RN-to-BSN, MSN in Nursing Education or MSN in Nursing Administration. Nurse practitioner study is off the table from a Maine address: UTA lists neither its NP tracks and post-master's NP certificates nor its DNP there. Whether a program from another state may use Maine clinical sites is something the Maine State Board of Nursing's rules, as far as we could find, do not address; treat it as open and ask UTA.

Can you study with UTA from Maine?
Yes, in three programs. The MyMav mailing address is what UTA uses to place you in a state, and its map shows the following for Maine:

What Maine's Board has not said about out-of-state programs
Chapter 7 of the Maine State Board of Nursing's rules (its heading reads “Regulations for Approval of Prelicensure Nursing Education Programs”) deals only with Maine's own prelicensure programs; out-of-state clinical placements do not come up in it. Nor does any such guidance appear among the links on the Board's rules list or its education pages. We looked and found nothing, which leaves the question unanswered rather than settled.
The practice a student does inside a board-approved program on the path to a first license is exempt from licensure; the provision is 32 MRSA §2103(2) in Maine's Nurse Practice Act. That exemption is aimed at prelicensure students. As an RN in UTA's RN-to-BSN or an MSN, you practice on your own license, which UTA requires in any case.
Silence in Maine's rules is not a UTA decision. Ask NursingSOA@uta.edu about Maine before you line up a site.
Licensing: a compact state since January 2018
NCSBN's implementation table dates Maine's entry into the Nurse Licensure Compact to January 19, 2018. A multistate license from a compact state therefore covers practicum hours in Maine, and that is all UTA's handbook asks: licensure to practice in the state where the clinical work takes place.
The same license covers New Hampshire, which implemented the compact on the same date. It does not yet reach Massachusetts, which has passed the compact without putting it into operation. UTA's view of licenses is on RN license for clinicals.
Where practicum hours can happen: Portland, Bangor, Lewiston-Auburn
Census estimates for 2025 put Portland-South Portland at 577,635 people, Bangor at 157,967 and Lewiston-Auburn at 116,487. MaineGeneral Health, MaineHealth, Central Maine Healthcare and Northern Light Health make up the larger health systems. We list them as the kind of organization where Education and Administration preceptors work, not as sites with UTA agreements.
An Education preceptor can be in a clinic, a hospital or an academic setting, provided they work in nursing education and meet UTA's minimum of an active, unencumbered license and a year in the role. For RN-to-BSN, the community courses (NURS 3325, NURS 4465) take place in the community, and Maine's Center for Disease Control and Prevention, part of the Department of Health and Human Services, is the state's public health agency. UTA also offers an elective co-op, NURS 3300, that requires at least 120 hours in your work environment.
Moving to Maine partway through a UTA NP track
Full practice for Maine NPs comes after a 24-month minimum, served either under a supervising physician or NP or as an employee of a clinic or hospital whose medical director is a physician. For a UTA NP or DNP student, though, Maine is simply not on the map. The handbook says program completion may only occur where CONHI can operate. Possible results of a move range from a later graduation date to withdrawal, and UTA can hold up your placement or send you to Texas or another approved state to complete clinicals. Questions UTA students ask
Does Maine require UTA to get approval before I do practicum hours there?
We could not find a rule that says so. Chapter 7 of the Board's rules is about approving prelicensure programs in Maine; out-of-state clinical placements are not mentioned there, and the Board's education pages point to no guidance on them. Because the answer bears on UTA, ask NursingSOA@uta.edu before you commit to a site.
Can I use my job at a Maine hospital for RN-to-BSN assignments?
Partly. UTA points NURS 3315 (health assessment) and NURS 4455 (leadership and management) toward the workplace and sends NURS 3325 and NURS 4465 into the community. No preceptor is involved, and UTA has not published an hour count for any of the four.
Can a Maine resident take UTA's AGPCNP or PNP track online?
No. Every UTA nurse practitioner track, along with the post-master's NP certificates, is listed only for Arkansas, California, Colorado, Florida, New Mexico, Texas and Virginia. What Maine residents can take is the RN-to-BSN or one of the two non-NP MSNs. The residency test is your MyMav mailing address.
Is UTA's Nursing Administration MSN open to Maine residents?
Yes. UTA's map leaves only New York, Tennessee, Washington, Wisconsin and Wyoming off the Nursing Administration list, and Maine is listed. The practicum hours total 270 over four courses numbered NURS 5339 to NURS 5342, spent in healthcare facilities where senior nurse leaders are present.
