South Carolina residents in UTA's nursing programs
UTA's map opens three programs to South Carolina residents: the RN-to-BSN plus two master's options, Nursing Education and Nursing Administration. A South Carolina address closes off the NP tracks, the post-master's NP certificates and the DNP. South Carolina's rule for approving programs based elsewhere is written around clinicals that lead to a first license; RN-to-BSN and APRN programs go unmentioned.

Open and closed programs for a South Carolina address

What Regulation 91-6 covers, and what it leaves out
South Carolina Regulation 91-6 reaches nursing programs whose parent institution sits in another state when they run clinical experiences aimed at initial licensure. Such a program has a checklist to clear before clinicals begin: approval from the South Carolina Board of Nursing; full approval back home; direct supervision, on site and on shift, by nursing faculty holding a South Carolina or other compact-state license; a clinical affiliation agreement in writing; and precepted experiences that follow South Carolina rules. An approved program must report any change in its compliance within 15 days.
UTA's programs that are open in South Carolina are post-licensure: you arrive already holding an RN license. Nowhere does 91-6 speak to RN-to-BSN or APRN programs, for or against, and a rule that says nothing has not granted a written exemption; anything that bears on UTA's authorization is a question for its state authorization team at NursingSOA@uta.edu.
Practicum settings across South Carolina
RN-to-BSN work follows your job. UTA lets you complete NURS 3315 and NURS 4455 at your workplace, which means a nurse employed by Lexington Medical Center, McLeod Health, Roper St. Francis Healthcare, MUSC Health or Prisma Health can do that work without leaving the job. NURS 3325 and NURS 4465 belong in the community, and South Carolina Department of Public Health programs are one type of setting to weigh. See RN-to-BSN practice experiences.
The MSNs require a preceptor. For the teaching practicum, UTA wants a preceptor in nursing education; the setting can be academic, a hospital or a clinic. The Administration MSN places you in healthcare facilities where administrative senior nurses are present. By the Census Bureau's 2025 estimates, Greenville-Anderson-Greer holds about 1.01 million people, Charleston-North Charleston 889,000, Columbia 880,000, and 454,000 live in the Charlotte metro's South Carolina portion.
Licensing in a compact state
Since January 19, 2018, when South Carolina implemented the Nurse Licensure Compact, the license question has been short for most students. A South Carolina multistate license, or one from Texas or another compact home state, covers clinical hours in South Carolina and satisfies the handbook's licensure-in-the-clinical-state rule. If all you hold is a single-state license issued outside the compact, you would need a South Carolina license at your own expense. South Carolina has not enacted the separate APRN Compact. UTA NP students heading to South Carolina
South Carolina is not one of UTA's seven NP and DNP states. If you are partway through an NP track or the DNP and plan to move there, UTA's handbook says program completion may only occur where UTA's nursing college can operate, and warns of delayed graduation, withdrawal, an obligation to complete clinicals in Texas or another listed state, or denied placement. Email NursingSOA@uta.edu before you commit to the move.
If you are weighing South Carolina for later practice, AANP rates it restricted: NPs need a physician practice agreement for delegated acts and face controlled-substance supply limits. The state's Preceptor Tax Credit and Deduction, extended through tax year 2029, applies only to students at South Carolina institutions, so it would not help a UTA student's preceptor.

Questions UTA students ask
Does South Carolina's Board of Nursing have to approve UTA's RN-to-BSN?
Regulation 91-6 requires Board approval for out-of-state programs running clinicals that prepare students for initial licensure. Nurses enter UTA's RN-to-BSN licensed already, and 91-6 is silent about RN-to-BSN and APRN programs. Because that is silence rather than an exemption, ask NursingSOA@uta.edu if you need a definite answer.
Can I do UTA's Nursing Education practicum at MUSC Health or Prisma Health?
Only if a qualified person there agrees to precept you and UTA approves the preceptor and site. The NURS 5362 preceptor must work in nursing education and meet UTA's minimums for graduate preceptors: a provider license that is active and unencumbered, plus at least twelve months in the specialty role. Large systems are a sensible place to ask, not a promise.
Can my South Carolina preceptor claim the state's preceptor tax credit?
No. S.C. Code § 12-6-3800 reserves the credit for uncompensated physician, APRN and PA preceptors who meet Medicaid participation conditions, for rotations of at least 160 hours, and only for students enrolled at South Carolina public or independent institutions. A UTA student's rotation does not qualify, whatever the preceptor's credentials.
Can I take UTA's PMHNP track from South Carolina?
No. The NP tracks, PMHNP included, along with the post-master's NP certificates and DNP, sit on UTA's map in just seven states: Texas, Arkansas, New Mexico, Colorado, California, Florida and Virginia. South Carolina is not one, and UTA judges where you live by the MyMav mailing address, not by where you work.
