UTA's RN-to-BSN and MSNs from North Carolina
Living in North Carolina, you can take UTA's RN-to-BSN, MSN Nursing Education or MSN Nursing Administration, but UTA's NP and DNP programs are off the table. The North Carolina Board of Nursing says RN-to-BSN and post-licensure graduate programs are outside its jurisdiction, so the out-of-state approval rule you may read about is written for pre-licensure students.

North Carolina's out-of-state rule, and who it covers
North Carolina does have a clinical approval rule for out-of-state programs. 21 NCAC 36 .0233 bars unlicensed nursing students of out-of-state programs from North Carolina clinical agencies until the Board approves. The request comes from the agency itself, filed by its chief nursing administrator or an RN designee no later than 30 days before the clinical begins, and it includes proof of the program's home-state approval, the coordinating faculty member's CV and license, and evidence that the preceptor or on-site faculty holds an active, unencumbered North Carolina RN license.
The operative word is unlicensed. The NCBON lists RN-to-BSN, post-licensure graduate and doctoral programs as outside its jurisdiction, and states that it neither approves nor disapproves post-licensure graduate-level nursing programs, in-state or out-of-state. As a licensed RN in a post-licensure UTA program, you are not the student .0233 describes. Put any question about UTA's own authorization to NursingSOA@uta.edu, its state authorization team.
Licensing: multistate, or ask the NCBON
North Carolina's compact membership took effect January 19, 2018. For clinical hours in the state, UTA's licensing condition is met either by a North Carolina license or by a multistate license from a compact state like Texas.
If you have neither, the NCBON is specific: a graduate student in that position writes to its Licensure Department, using the Email Us form on the Board's site, to learn what clinical experiences in North Carolina require. UTA's handbook adds that any license you need beyond a compact one is at your own expense. The RN license for clinicals page covers UTA's side.
Finding Education and Administration preceptors in North Carolina
RN-to-BSN students skip this step, since UTA does not ask them to identify a specific preceptor, and your workplace courses can run at your own job, whether that is an Atrium Health hospital or a UNC Health clinic. The RN-to-BSN program page has the course detail.
MSN students need a person. For MSN Nursing Education, the NURS 5362 preceptor must be in nursing education, which UTA says can mean a clinic, a hospital or an academic setting. Administration students work with senior nurse leaders; a 2015 UTA syllabus asked for an administration preceptor holding a master's in nursing or health care administration, or an MBA, and we found no current UTA rule (more on the management practicum).
Among North Carolina's systems are Duke Health, ECU Health, Novant Health, UNC Health and Charlotte-based Atrium Health, which is part of Advocate Health. The Census Bureau's 2025 estimates put about 2.5 million North Carolinians in the Charlotte-Concord-Gastonia metro, 1.6 million in Raleigh-Cary, 806,000 in Greensboro-High Point and 712,000 in Winston-Salem.
Moving to North Carolina as a UTA NP student
North Carolina is missing from UTA's NP and DNP list, so relocating there mid-program is exactly what UTA's MSN and PMC handbook warns about. The handbook allows completion only “in a state in which CONHI can operate” and names these possible results:
- a delay in graduation, or not graduating
- course or program withdrawal
- returning to Texas or another approved state to do clinicals
- denied or delayed clinical placement
Before accepting the job or signing a lease, write to NursingSOA@uta.edu. If you plan to practice in North Carolina after graduating, note that AANP rates the state restricted. NPs there work under an agreement with a physician for their whole careers, and their licensure goes through a Joint Subcommittee drawn from the Medical Board and the Board of Nursing.

Questions UTA students ask
Does UTA need North Carolina Board of Nursing approval for my practicum?
The approval rule, 21 NCAC 36 .0233, is aimed at out-of-state programs' unlicensed students. RN-to-BSN, doctoral and post-licensure graduate programs fall outside NCBON jurisdiction by the Board's own account. As a licensed RN in UTA's RN-to-BSN or an MSN, you fall in that second group, but check anything unusual with NursingSOA@uta.edu.
Can I take UTA's FNP or AGACNP track from North Carolina?
Not while your MyMav mailing address is in North Carolina. UTA opens its NP tracks, post-master's NP certificates and DNP in seven states, and Virginia, next door, is one of them, along with Texas, Florida, Arkansas, New Mexico, Colorado and California. UTA still judges your state by your mailing address, not by where you might do clinicals.
What if my license is neither multistate nor from North Carolina?
Then the NCBON wants to hear from you: graduate students in that position use the Email Us form on its site to ask its Licensure Department what doing clinicals in North Carolina requires. UTA's handbook separately requires a license wherever you do clinicals, at your own expense when a compact license does not cover you.
I live in North Carolina but work in South Carolina. Is UTA's RN-to-BSN open to me?
UTA's map lists both states for the RN-to-BSN, and both are compact states, so a multistate license covers work in either. UTA treats the MyMav mailing address as your state. The Charlotte metro spans both sides of the line, and if your workplace assignments would happen in South Carolina, confirm the arrangement with UTA first.
