UTA nursing from Illinois: three programs and one licensing catch
An Illinois mailing address gets you into three UTA online programs, the RN-to-BSN and the Nursing Education and Nursing Administration MSNs, while the nurse practitioner tracks and the DNP stay closed. With Illinois still a non-member of the Nurse Licensure Compact, clinical work here runs on an Illinois RN license.

What UTA's map allows an Illinois resident
UTA decides which state you are in from the mailing address saved in MyMav. Its state-authorization map lists Illinois for three online programs:

UTA's state-authorization page adds that these three programs do not lead to licensure. Wisconsin, across the northern border, is missing from all three lists, so a practicum over that line is off the table.
Where the practice work happens in Illinois
For RN-to-BSN students the job is the setting. If you work for UChicago Medicine, OSF HealthCare, Northwestern Medicine, Endeavor Health or Advocate Health Care, that employer is where NURS 3315 and NURS 4455 assignments naturally sit, while NURS 3325 and NURS 4465 look outward to community agencies. The graduate practicums depend on people. Your teaching practicum preceptor must work in nursing education, so around Chicago-Naperville-Elgin, Peoria or Rockford think hospital educators and nursing faculty. Administration hours sit with senior nurse leaders, and UTA prefers a NURS 5339 site away from your employer. The systems named above are examples of settings, not places known to host UTA students.
Illinois's rule for out-of-state programs
Illinois has a written approval process; its reach is the open question. 68 Ill. Adm. Code 1300.340(n) asks a program based outside Illinois that wants student nurse clinical placements in the state to file:
- proof that its home-state board has approved or accredited it
- a written request naming the clinical agencies and units and stating the time frame
- the syllabus for the course
- the signed contract it holds with the clinical facility
- forms on preceptors and on faculty qualifications
An approval runs two years, can be renewed and carries an annual reporting duty. Its text never says whether it reaches RN-to-BSN or graduate programs, and it sits inside the RN program-approval section. A statute, 225 ILCS 65/50-15(b)(10), separately lets RNs licensed elsewhere practice within a graduate or baccalaureate completion program “in this State”. How either applies to UTA is for UTA's state authorization team, so name the facility and course when you email NursingSOA@uta.edu.
Licensing: Illinois sits outside the compact
The Nurse Licensure Compact does not include Illinois, and the compact's own map lists no pending legislation there. A multistate license from Texas or any member state gives no privilege here. UTA's handbook requires a license wherever you complete clinical work, so Illinois hours need an Illinois RN license issued through IDFPR, the Department of Financial and Professional Regulation, where the Illinois Board of Nursing sits.
Preceptors face the same line. Illinois rules say a preceptor drawn from facility staff must be approved by program faculty, oriented, present whenever the student gives care, and currently licensed as an RN in the student's practice state. Moving to Illinois partway through a UTA NP track
UTA's seven NP and DNP states do not include Illinois, and its handbook confines program completion to states where its college can operate. The handbook spells out what can follow a move here, from a delayed or denied placement and a forced return to Texas or another approved state for clinicals, to withdrawal and a degree that arrives late or never. Where a placement advisor fits
For Education and Administration practicums, we look for nurse educators or leaders near you who fit the UTA course and help you assemble what UTA reviews: CV, license verification and agreement paperwork. Because Illinois ties preceptors to an Illinois license, we check that first. UTA approves every preceptor and site, and if one withdraws we search again. Questions UTA students ask
Can I enroll in UTA's FNP program if I live in Illinois?
No, as long as MyMav shows an Illinois mailing address. UTA lists its nurse practitioner tracks, FNP included, and post-master's NP certificates only for Arkansas, California, Colorado, Florida, New Mexico, Texas and Virginia. Illinois residents can pick the RN-to-BSN or the Education or Administration MSN instead.
Does a Texas compact license cover UTA clinical hours in Illinois?
No. Because Illinois stays out of the compact, a multistate license, whether issued by Texas or another member, carries no authority to practice there. UTA wants you licensed where your clinical work happens, so apply to IDFPR for an Illinois RN license, at your own expense, before logging any Illinois hours.
Has UTA completed Illinois's out-of-state clinical approval?
Our research found no answer either way. The Illinois rule asks out-of-state programs to file accreditation evidence, a syllabus, the facility contract and preceptor forms, but it does not say whether RN-to-BSN or graduate programs are covered. Ask NursingSOA@uta.edu, naming the facility and course, before committing to a preceptor.
Do Illinois preceptors get anything for taking a student?
We found no Illinois preceptor tax credit or payment program. The benefit on the books is continuing education: precepting an APRN student through a semester or quarter earns an APRN 10 CE hours toward renewal, up to 30 per period, documented by the school. It does not cover Education or Administration preceptors.
