Kentucky students and UTA: the programs, the rules, the border
Living in Kentucky opens three UTA online programs (the RN-to-BSN plus MSNs in Nursing Education and Nursing Administration) and closes its NP tracks and DNP. The Kentucky Board of Nursing says out-of-state programs need no KBN approval, and Kentucky has been a compact state since 2018.

Which UTA programs a Kentucky address opens
UTA takes your state from the mailing address in MyMav and checks it against the college's state-authorization map. For Kentucky:

Two neighbors sit at opposite ends of that map. Tennessee is missing from every UTA program list, while Virginia is one of the seven states open to the NP tracks and DNP.
Kentucky settings for the work that is open
Kentucky's health systems include UK HealthCare at the University of Kentucky, Norton Healthcare, UofL Health, Baptist Health (serving Kentucky plus southern Indiana) and St. Elizabeth Healthcare. Its metros are Louisville/Jefferson County, Lexington-Fayette, Bowling Green and Northern Kentucky's share of the Cincinnati area. We list them as examples of settings, not as sites that accept UTA students.
RN-to-BSN work happens where you already are. A 2016 UTA syllabus for NURS 4455 required access to a healthcare facility and graded an organizational analysis with parts on a shadow plan and a nurse leader; current versions may differ. The community courses turn to local agencies, and at state level public health sits with the Kentucky Department for Public Health in the Cabinet for Health and Family Services.
The teaching practicum is the heaviest block for Education students: a 2017 syllabus put its 135 hours at 12 to 14 a week over 10 weeks, with a preceptor in nursing education. Administration students need a facility where senior nurse leaders work.
What the Kentucky Board of Nursing requires
By KBN's own statement, out-of-state nursing programs get no approval from it and require none, even when they have no Kentucky presence yet run a clinical component in the state. KBN regulates prelicensure programs that start in Kentucky; RN-BSN programs are beyond its jurisdiction, and the only graduate programs inside it are ones that lead to licensure. UTA's state-authorization page says its Education and Administration MSNs do not lead to licensure.
Two conditions remain. For RN-BSN programs, KBN wants clinical faculty and preceptors overseeing students in Kentucky to hold an active, unencumbered Kentucky RN license, with an exception for those residing in a compact state. KBN also cites a KRS 314.101 exemption covering nurses from another state doing a clinical rotation in Kentucky, provided the institution is a SARA institution or licensed with the Kentucky Council on Postsecondary Education. Licensing: compact since 2018
Kentucky has taken part in the compact since January 19, 2018, so you can practice there on any member state's multistate license, and UTA's requirement to hold a license where your clinicals take place is met. Of Kentucky's neighbors, only Illinois sits outside the compact, so a site across that line would need an Illinois license. RN license for clinicals has the details UTA checks.
Kentucky is off UTA's NP map
UTA leaves Kentucky off its NP and DNP list. Completion has to happen where UTA's college can operate, and the handbook cautions that living or working in a state not approved for your program can stall a placement, bring clinicals back to Texas or an approved state, force withdrawal, or delay or end graduation. Email NursingSOA@uta.edu before the move.
Kentucky also sets its own bar for NP supervision. KBN says faculty overseeing online APRN students in Kentucky, and preceptors there, need unencumbered Kentucky RN and APRN licenses, with faculty living in a compact state needing only the APRN license. AANP rates Kentucky reduced practice, with physician agreements for prescribing and first-year employer-setting requirements for new licensees.

Questions UTA students ask
Can I live in Kentucky and do UTA NP clinicals in Virginia?
Do not assume so. Virginia is on UTA's NP list, but UTA places you by your MyMav mailing address, and its handbook names living in an unapproved state as a risk to placement and graduation. It also asks students near a border who want clinicals in another state to email NursingSOA@uta.edu first. Get UTA's answer in writing.
Is UTA's RN-to-BSN open to Kentucky nurses?
Yes, Kentucky is listed. UTA's online page puts the fastest finish at 9 months for January or February starters and 10 months for other start months. You need a current, unencumbered RN license. The practice work runs through your workplace and community, so there is no preceptor to line up.
Can I take a travel contract in Kentucky during a UTA MSN?
Kentucky is on UTA's map for both non-NP MSNs, and a compact license covers practice here. The handbook still asks you to email NursingSOA@uta.edu before accepting any travel assignment, and a contract that changes your MyMav address or your practicum location should be cleared before you sign.
Does a Kentucky practicum site need anything from KBN?
KBN says out-of-state programs do not need its approval, even for Kentucky clinical components. What it does ask about is licensing: faculty and preceptors overseeing RN-BSN students in Kentucky must be Kentucky RN licensees, except those who reside in a compact state. The facility itself may add requirements of its own, so ask early.
