Wisconsin: no UTA nursing program is listed
UTA's state map does not list Wisconsin for any of its nursing programs, including the RN-to-BSN. Under Wisconsin's own rule, Wis. Admin. Code N 1.06, a school of nursing based in another state needs sign-off from the Wisconsin Board of Nursing, and when we checked the state's approved list on September 23, 2026, UTA did not appear on it.

What UTA's map shows for Wisconsin
UTA treats the state in your MyMav mailing address as where you live. The map behind its State Authorization page, checked September 23, 2026, lists nothing for Wisconsin:

Only Wisconsin, Washington and Tennessee are missing from UTA's RN-to-BSN list. What each program involves is covered on its own page, such as UTA's RN-to-BSN and the Administration MSN.
Wisconsin approves out-of-state schools itself
Wisconsin's Department of Safety and Professional Services (DSPS) publishes Form 3067-OEE, revised April 13, 2026, for schools outside the state. According to the form, the approval requirements come from Wis. Admin. Code N 1.06, and any school of nursing located out of state has to win the Wisconsin Board of Nursing's approval. Practical nurse programs are covered, as are RN programs whether they award an associate, bachelor's or graduate credential; post-licensure bachelor's programs are called out by name. Approved schools then file a self-evaluation report (Form 3069OEE) to keep their approval.
DSPS's list of approved out-of-state nursing schools, retrieved September 23, 2026, does not include UTA. It does include other Texas schools, such as TCU and UTEP, so a Texas program can appear there. Our research cannot tell you whether UTA has applied or why it is absent. Wisconsin's approval covers RN-to-BSN style post-licensure bachelor's programs too, not only NP programs.
Licensing: compact since 2018
January 19, 2018 is when Wisconsin's Nurse Licensure Compact participation began, so RN practice there is covered by a multistate license from Texas or any other compact state. Form 3067-OEE's rules also say anyone teaching or precepting clinicals in Wisconsin must be licensed in Wisconsin or hold the privilege to practice there.
For a UTA student in Wisconsin, the barriers on record are the state's approval rule and UTA's map, not the license. UTA's general license rule for clinical states is on RN license for clinicals.
Moving to Wisconsin partway through a UTA program
Working for UW Health, Aspirus Health, Aurora Health Care, Ascension Wisconsin or Froedtert ThedaCare Health, whether in the Milwaukee-Waukesha, Madison, Green Bay or Appleton area, does not put Wisconsin on UTA's map. RN-to-BSN students who relocate need UTA's approval to keep going without a break, according to the online program page, and UTA does not promise it.
For MSN and NP students the handbook is the reference point. It ties completion to states where the college can operate and spells out what a Wisconsin move could trigger: a placement delayed or denied, clinicals relocated to Texas or another approved state, withdrawal, or no graduation. A note for NP students: Wisconsin's new APRN law
AANP rates Wisconsin as reduced practice, requiring a collaborative relationship with a physician, and its state fact sheet flagged the new APRN law. 2025 Wisconsin Act 17 took effect on September 1, 2026: under the new law DSPS licenses APRNs in four roles, nurse practitioner (NP), CRNA, CNS and CNM; previously issued APNP licenses have become APRN licenses, and working without a collaborating physician takes its own application plus Board approval.
That law changes how Wisconsin licenses its own nurse practitioners. It does not change UTA's map, which does not list Wisconsin for any NP track or the DNP.

Is UTA an approved out-of-state nursing school in Wisconsin?
UTA was not on the DSPS list of approved out-of-state nursing schools retrieved on September 23, 2026, although other Texas schools such as TCU and UTEP were. UTA's own state map also lists no program for Wisconsin. For your situation, the answer that counts comes from NursingSOA@uta.edu.
Does Wisconsin's approval rule apply to RN-to-BSN programs?
Yes, on the state's own form. Form 3067-OEE puts out-of-state schools under the Wisconsin Board of Nursing's approval requirement and lists bachelor's programs by name, post-licensure ones included. That is consistent with UTA's map, which leaves the RN-to-BSN off for Wisconsin.
I'm a UTA RN-to-BSN student moving to Milwaukee. Can I finish?
Only with UTA's approval, and the online program page makes clear that approval is not automatic for students living in ineligible states. Email NursingSOA@uta.edu before the move and before you change your MyMav mailing address, and ask how your remaining workplace and community assignments would be handled.
Does Wisconsin's APRN law let UTA NP students do clinicals there?
Not by itself. 2025 Wisconsin Act 17 changed how DSPS licenses APRNs from September 1, 2026. Approval of out-of-state schools falls under a separate rule, N 1.06, and UTA's map still omits Wisconsin for the NP tracks and the DNP, which is what decides where UTA clinicals can happen.
