Studying with UTA from Minnesota
With a Minnesota address you can enroll in three of UTA's online programs: the RN-to-BSN and the MSN in either Nursing Education or Nursing Administration. Minnesota residents are shut out of the NP tracks, the post-master's NP certificates and the DNP. Minnesota is also outside the Nurse Licensure Compact, so your practice work there runs on a Minnesota RN license.

What a Minnesota address opens at UTA
Checked on September 23, 2026, UTA's state-authorization map gives Minnesota residents three programs and closes the rest of the graduate catalog.

Education and Administration practicums in Minnesota
Both open MSNs carry practice hours. NURS 5362 pairs you with a nurse educator, who may teach in a clinic, a hospital or a school. Administration students log their hours in facilities with senior nurse leaders on staff. Course detail sits on the teaching practicum and management practicum pages.
Minnesota's large systems include Mayo Clinic, Allina Health, M Health Fairview, Essentia Health and HealthPartners, across the Minneapolis-St. Paul-Bloomington, Rochester, Duluth and St. Cloud metros. Naming them does not mean any of them takes UTA students. Mayo shows how a site can ask for more than state law: its NP clinical education page requires an affiliation agreement with the school, a Minnesota license with current registration and a Minnesota DHS background study. Ask about affiliation agreements early.
Watch the state line too. Census data places parts of both the Minneapolis-St. Paul and Duluth metros in Wisconsin, and UTA's map lists Wisconsin for none of its nursing programs.
RN-to-BSN practice work from a Minnesota job
There is no preceptor to recruit in the RN-to-BSN. You apply coursework at your own workplace in NURS 3315 and NURS 4455, take it into the community in NURS 3325 and NURS 4465, and finish with a NURS 4685 capstone project in management, clinical practice or education.
For population and community health work, the Minnesota Department of Health is the state agency to start from. A 2018 UTA syllabus for NURS 4465 included a windshield survey and a community statistical analysis; current assignments may differ, so follow your Canvas course. See RN-to-BSN practice experiences.
Minnesota law, UTA's handbook and your license
The Minnesota Board of Nursing approves programs conducted in Minnesota, and our research found no separate Board approval step for out-of-state programs. Minn. R. 6305.0300 lets a U.S. or Canadian program approved by its own state count for the student exemption, provided the supervising instructor holds a Minnesota RN license and current registration.
Don't build your plan on that exemption, or on the one in the FAQ below. The compact's own map shows Minnesota outside the Nurse Licensure Compact with no pending bill, so a Texas multistate license, like one from any other member, carries no privilege in Minnesota. UTA's handbook says you must hold a license wherever you complete clinical work, paying for it yourself outside the compact. If you're a UTA NP student moving to Minnesota
UTA does not list Minnesota for its NP tracks, post-master's NP certificates or DNP. Its MSN handbook says program completion can only happen where the college can operate, and living in an unlisted state can mean a delayed graduation, withdrawal from a course or the program, finishing clinicals in Texas or another listed state, or a placement that stalls. Write to NursingSOA@uta.edu while the move is still a plan.
Minnesota's practice law doesn't change the answer. AANP classes the state as full practice once an NP has 2,080 hours in a collaborative agreement, but UTA's map, not Minnesota's statute book, decides where you can train.

Questions UTA students ask
Can my UTA practicum site be on the Wisconsin side of the metro?
Not under UTA's current map. Wisconsin is not listed for the RN-to-BSN, Nursing Education or Nursing Administration, and UTA's handbook keeps clinical work in states where its nursing college can operate. If a Wisconsin site looks like your strongest option, ask NursingSOA@uta.edu before you contact the preceptor.
Does Minnesota's student exemption mean I can skip a Minnesota license?
Minn. Stat. 148.271(6) exempts an RN licensed in another state who practices in Minnesota within a course of study toward a higher degree. UTA's MSN handbook is stricter: be licensed where you do clinical work. Mayo Clinic's NP clinical education page goes further still and requires a Minnesota license with current registration. Plan on holding one.
Would my Minnesota preceptor receive MERC funding for precepting me?
No. The Minnesota Department of Health describes MERC as partial compensation to Minnesota clinical training sites, not a payment to individual preceptors. Its eligibility criteria also require both the teaching program and the training site to be in Minnesota, so a UTA student's hours would not generate MERC funds.
Is UTA's online FNP open to me while I live in Minnesota?
Not while your MyMav address is in Minnesota. The FNP and UTA's other NP tracks are listed for Texas and six other states: Virginia, Florida, Arkansas, New Mexico, Colorado and California.
