Oregon residents in UTA's online nursing programs
Students with an Oregon mailing address can take three UTA programs online: the RN-to-BSN and master's degrees in Nursing Education or Nursing Administration. UTA keeps its NP tracks, NP certificates and DNP closed to Oregon residents. Oregon is not in the Nurse Licensure Compact, so practice work you do here rests on an Oregon RN license.

Oregon asks for notice only from pre-licensure programs
The Oregon State Board of Nursing requires out-of-state pre-licensure programs, PN and RN, to notify it before learning activities in Oregon begin, with one form per track resubmitted each year under division 21 of its rules (OAR chapter 851). OSBN states that advanced practice programs and programs not leading to licensure, such as RN-to-BSN, non-advanced-practice MSN and DNP programs, do not have to notify. UTA's own state authorization page says its RN-to-BSN and both MSNs do not lead to licensure.
Two conditions in OSBN's guidance sit with UTA rather than you: any faculty member teaching in Oregon needs an active nursing license issued by Oregon, and institutions must meet Oregon Higher Education Coordinating Commission or NC-SARA authorization requirements before enrolling Oregon students. If a site raises either point, pass it to UTA's state authorization team.
Portland, Salem, Eugene and Bend
Samaritan Health Services, Legacy Health, Providence Oregon, Kaiser Permanente Northwest and Oregon Health & Science University (OHSU) are among Oregon's large systems. About two million Oregonians live in the Portland-Vancouver-Hillsboro metro, followed by the Salem, Eugene-Springfield and Bend metros. None of these systems appears here because it takes UTA students; they are a place to begin.
The Portland metro reaches into Washington, and Kaiser Permanente Northwest covers southwest Washington as well as Oregon. UTA's map lists Washington for none of these programs, so confirm a facility's state before you approach anyone there. For NURS 5362 the preceptor has to work in nursing education; for Nursing Administration, look for senior nurse leaders.
RN-to-BSN assignments from an Oregon job
Oregon RN-to-BSN students keep their practice work close to home: the assessment and leadership courses happen on the job, the older-adult and community health courses out in the community, where the Oregon Health Authority's Public Health Division is the state agency. Licensing: an Oregon license, not a compact privilege
Oregon is not a Nurse Licensure Compact member. Holding a multistate license from Texas, Idaho or any other member state therefore gives you no right to practice here. UTA's MSN handbook ties your clinical work to a license in that state and leaves the cost of a non-compact license with you. An Oregon practicum therefore means an Oregon RN license; more on RN licensing for clinicals. Oregon has not enacted the APRN Compact either.
If you're a UTA NP student relocating to Oregon
Oregon has lowered its own barriers. Division 50 of OSBN's rules used to make NP students from graduate programs outside Oregon get the Board's authorization in advance; that rule was repealed effective July 1, 2021, and OSBN's APRN FAQ answers “No” when asked whether out-of-state APRN programs need its approval. AANP rates Oregon a full practice state.
None of that adds Oregon to UTA's map, which excludes it for every NP track, post-master's NP certificate and the DNP. The handbook's consequences for students in unlisted states run from denied or delayed placements to withdrawal and not graduating. California, to the south, is one of UTA's seven NP states. Questions UTA students ask
Would a facility in Vancouver, Washington work for my practicum hours?
Not under UTA's current map. UTA's map leaves Washington out for the RN-to-BSN and both MSNs, and the handbook confines clinical work to states where the college can operate. Portland-area students should check a facility's address before approaching its staff, since the metro spans both states.
Do I need an Oregon license for RN-to-BSN work at my Oregon job?
If you already work as an RN in Oregon, you hold the license that job requires, since Oregon does not recognize compact privileges. UTA's RN-to-BSN admission requires an RN license that is active, unencumbered and checkable on Nursys or with a state board, and OSBN does not require UTA to notify it about RN-to-BSN students.
Can I enroll in UTA's PMHNP program from Portland?
No, for two reasons. UTA's map lists its NP tracks, the PMHNP included, only for Arkansas, California, Colorado, Florida, New Mexico, Texas and Virginia. UTA's MSN handbook also lists the PMHNP only in its campus-based format, not among the accelerated online tracks. Oregon's 2021 repeal of its prior-authorization rule doesn't change either point.
Is Oregon likely to join the Nurse Licensure Compact soon?
The compact's own map lists no pending Oregon legislation. Until that changes, plan on holding an Oregon license for any clinical work in the state, and check the Oregon State Board of Nursing's site for updates rather than relying on older forum posts or a colleague's recollection.
