North Dakota residents at UTA: what's open and what NDBON expects
For North Dakota, UTA's state map opens two doors, the RN-to-BSN and the MSN in Nursing Administration, and no others. The North Dakota Board of Nursing (NDBON) recognizes distance programs that place students on the path to LPN, RN or APRN licensure in the state, and as of September 23, 2026 UTA was not on its 2026-2027 list of recognized programs.

UTA programs for North Dakota residents
The state in your MyMav mailing address is the one UTA uses. Its map, checked September 23, 2026, gives North Dakota this list:

NDBON's recognition of distance programs
NDBON's distance nursing education recognition applies to programs placing pre-licensure students, which it defines as students in programs leading to LPN, RN or APRN licensure, in North Dakota facilities. That brings NP programs in as well as LPN and RN programs. A program requests recognition 60 days before planned student activity, with an annual fee for graduate programs. Each semester, before any student activity, a recognized program submits student names and North Dakota or compact license details, facilities, courses, preceptor and faculty names, resumes and licenses, affiliation agreements, and each facility's confirmation of clinical space.
NDBON does not describe post-licensure RN-to-BSN programs as covered. UTA's own State Authorization page says the RN-to-BSN and the Education and Administration MSNs do not lead to licensure. UTA was not on NDBON's recognized list for 2026-2027 as of September 23, 2026.
State law and the higher education board
Two North Dakota statutes also bear on out-of-state programs. NDCC 43-12.1-17(1) requires out-of-state programs to be approved by the board of nursing in their headquarters state. NDCC 43-12.1-04(12) exempts students practicing nursing as part of an out-of-state, board-recognized nursing education program, upon written notification to the board and depending on clinical site availability.
Separately, every degree-granting college offering on-site or distance education to North Dakota students needs authorization or an exemption from the State Board of Higher Education, and NDBON recognition requires proof of NC-SARA approval or that authorization. This page does not conclude how any of this touches UTA's RN-to-BSN assignments or the Administration practicum. That answer has to come from UTA; email NursingSOA@uta.edu and keep the reply with your practicum records.
Do not assume a program that doesn't lead to licensure is outside every North Dakota rule. Get UTA's answer in writing.
Practicum settings and your license
Administration students need a facility with senior nurse administrators, which is the practicum setting UTA describes. In North Dakota, Sanford Health (Fargo and Bismarck), Altru Health System in Grand Forks, Essentia Health in Fargo, Trinity Health in Minot and CHI St. Alexius Health in Bismarck show the kind of organization involved; none is named here as a UTA site. North Dakota has used the Nurse Licensure Compact since January 19, 2018, meaning a North Dakota or other multistate license is good for RN practice in the state; UTA's license rule is on RN license for clinicals.
What a North Dakota move means for NP and Education students
AANP rates North Dakota full practice, yet UTA leaves it off the lists for NP tracks, NP certificates, the DNP and the Education MSN. UTA's MSN handbook does not bend for that: a program can be completed only where the college can operate. Its warnings for students who move anyway include placements that stall or are refused, clinicals moved to Texas or an approved state, withdrawal, and not graduating. Is UTA a recognized distance nursing program in North Dakota?
UTA was not on NDBON's list of Recognized Distance Nursing Education Programs for 2026-2027 when it was checked on September 23, 2026. NDBON's recognition covers programs leading to LPN, RN or APRN licensure and does not describe RN-to-BSN programs as covered. NursingSOA@uta.edu can tell you what applies to your course.
Can I do my UTA Administration practicum on the Minnesota side of the Fargo metro?
The Fargo and Grand Forks metros both cross into Minnesota, and UTA's map lists the Administration MSN for Minnesota too. But UTA reads your state from your MyMav address, and border students are expected to email NursingSOA@uta.edu before looking for a preceptor in another state. Ask first, then search.
Does North Dakota's APRN Compact membership help UTA NP students?
No. North Dakota's APRN Compact law dates from March 9, 2021, yet the compact needs seven enacting states to start and had five in 2026. It would govern APRN licenses, not where UTA can run clinicals, and UTA's map does not list North Dakota for any NP track or the DNP.
Is the Nursing Education MSN an option in North Dakota?
Not on UTA's current map. North Dakota residents can choose between the Administration MSN and the RN-to-BSN instead. The Education practicum is 135 precepted hours in NURS 5362, so the question matters well before that course, not only at enrollment.
