Missouri residents in UTA's online nursing programs
UTA's state map opens its online RN-to-BSN and its MSN in Nursing Education or Nursing Administration to students with a Missouri address. It does not list Missouri for the NP tracks, post-master's NP certificates or DNP. As for Missouri itself, nothing we found in its rules asks a school from elsewhere for approval ahead of student placements.

UTA programs and a Missouri address

What Missouri's board does and does not say
We read the Missouri State Board of Nursing's rules and guidance looking for an approval or notice step for programs based in other states whose students train in Missouri, and did not find one. The board's program rules, 20 CSR 2200-2, govern programs the board itself approves. The board was not contacted, so read that as an absence of evidence rather than a ruling.
One statute touches students directly. RSMo 335.081(6)(a) lets students of approved professional or practical nursing schools practice under supervision without holding a Missouri license; it is silent on where out-of-state programs stand. UTA's RN-to-BSN and MSN students already hold RN licenses, and UTA's handbook expects them to be licensed where they do clinicals, so the license question below is the one that counts.
Because Missouri's position is unclear rather than settled, confirm any Missouri practicum with UTA's state authorization team at NursingSOA@uta.edu.
St. Louis, Kansas City and Missouri practicum settings
Missouri's two biggest metros both cross state lines. The Census Bureau's 2025 estimates put about 2.14 million people in the Missouri part of the St. Louis metro, which extends into Illinois, and about 1.33 million in the Missouri part of Kansas City, which extends into Kansas. Springfield, at about 501,000, and Columbia, at about 219,000, come next.
BJC HealthCare and SSM Health are among the large systems, as are MU Health Care, CoxHealth and Mercy; each gives a sense of where an Education preceptor or an Administration nurse leader might be employed. Our sources say nothing about any of them hosting UTA students, so read them as types of setting, not open doors. For RN-to-BSN community work, local health departments and Missouri's Department of Health and Senior Services show what the public health setting looks like.
In a metro that straddles a state line, check which side your site is on: a practicum in Illinois or Kansas is out of state, and the handbook asks you to email NursingSOA@uta.edu first. In either MSN, we can search your part of Missouri for a preceptor suited to the course and help prepare the packet UTA reviews. UTA approves the result.
Missouri is a compact state
The Nurse Licensure Compact became Missouri law through RSMo 335.360 and following, with a July 20, 2017 effective date; implementation came on January 19, 2018. For a UTA student, that makes any unencumbered multistate license good for Missouri practicum hours. Because UTA's handbook ties licensure to the state of the clinical, a site on the Illinois side of St. Louis means checking that state's license rules as well. When a UTA NP student moves to Missouri
Missouri is not on UTA's NP or DNP list, and the MSN handbook says program completion may only occur where CONHI can operate. The handbook's warning for students who move to an unapproved state covers four outcomes: a later graduation or none, withdrawal from a course or the program, clinicals completed back in Texas or an approved state, and a placement that is delayed or refused. Email NursingSOA@uta.edu before you move or accept a travel assignment in St. Louis or Kansas City.
Two Missouri facts shape life after graduation. AANP places Missouri in its restricted category: for as long as they practice, NPs work under a collaborative practice arrangement with a physician that carries limits on ratios, chart review and controlled substances. Missouri's preceptor tax credit, too, is reserved for physicians and physician assistants precepting the state's medical or PA students, leaving out NPs and nursing students. Arkansas, which borders Missouri to the south, is on UTA's NP list.
Questions UTA students ask
Do I need Missouri board approval for a UTA practicum in Missouri?
Nothing we found says so. Missouri's rules, as we read them, ask out-of-state programs for neither approval nor advance notice of placements, though our research did not extend to contacting the board. UTA's map lists Missouri for the RN-to-BSN and both non-NP MSNs. Ask NursingSOA@uta.edu to confirm your practicum before you approach a site.
Could I study to be an NP at UTA while living in St. Louis?
No, not while your mailing address is in Missouri. UTA limits the NP tracks, post-master's NP certificates and DNP to seven states, and Arkansas is the only one that touches Missouri. What UTA offers St. Louis residents is the RN-to-BSN and the Education and Administration MSNs.
Does Missouri's preceptor tax credit apply to my UTA preceptor?
No. Under RSMo 135.690, only physicians and physician assistants licensed in Missouri qualify, and only when precepting the state's medical or PA students in primary care fields. Nurse practitioners and nursing students are outside it, so it does not apply to an Education or Administration preceptor working with a UTA student.
My St. Louis-area hospital is in Illinois. Does that change anything?
Yes. A site across the line is a clinical in another state, so email NursingSOA@uta.edu before you ask anyone to precept you. UTA's map lists Illinois for the RN-to-BSN and both non-NP MSNs, and you can do hours there only with an RN license valid in Illinois.
