Nebraska residents and UTA nursing
A Nebraska mailing address qualifies you for UTA's online RN-to-BSN and its MSN in Nursing Education or Nursing Administration, but not for the NP tracks, post-master's NP certificates or DNP. Nebraska's board does not regulate post-licensure programs like these, which leaves UTA's own rules and your RN license as the deciding factors.

Nebraska's board leaves post-licensure programs alone
The Nebraska Board of Nursing sits inside the Department of Health and Human Services (DHHS), in the Division of Public Health's Licensure Unit. By DHHS's account, the board's approvals cover pre-licensure programs offered to Nebraskans, and a pre-licensure program that educates students inside Nebraska has to get in touch with it. Post-licensure programs, online or otherwise, are outside its regulation, so there is no board approval step for RN-to-BSN or graduate clinicals.
Two further DHHS points matter. Taking NCSBN's view that practice occurs wherever the student is, DHHS expects faculty to be licensed in the student's state, and those teaching APRN students to hold a Nebraska APRN license. For post-licensure programs, the nursing program sets preceptor qualifications and arranges preceptors directly with clinical facilities.
That puts the weight on UTA. Its state authorization team at NursingSOA@uta.edu is still the place to confirm a Nebraska practicum, and UTA's standards decide who can precept you.
Omaha, Lincoln and where practicums happen
Omaha anchors the state: about 887,000 of its metro's residents live on the Nebraska side, per the Census Bureau's 2025 estimate, and the rest across the line in Iowa. Lincoln has about 352,000 and Grand Island about 78,000. Bryan Health, Children's Nebraska, CHI Health, Nebraska Methodist Health System and Nebraska Medicine are among the large systems.
Those names sketch the settings, a hospital educator for NURS 5362 or a senior nurse leader for Administration, rather than listing places that host UTA students. DHHS is also the state health department, so its public health programs and local health departments are the kind of community setting the RN-to-BSN community courses point to. Licensing: a compact state since 2018
January 19, 2018 put Nebraska under the Nurse Licensure Compact; since then, multistate licenses from Texas and every other member state have been valid for Nebraska practicum hours. That satisfies the handbook's rule that you be licensed in the clinical state. The APRN Compact is not law in Nebraska. Relocating to Nebraska mid-NP-track
UTA's map does not list Nebraska for NP tracks or the DNP, and UTA's handbook confines program completion to states in which CONHI can operate. Relocating to Omaha or Lincoln mid-track puts your graduation date at risk: placement can be delayed or denied, clinicals can be required in Texas or another approved state, and the handbook also lists withdrawal. Email NursingSOA@uta.edu before you commit to a move.
Nebraska having no APRN program approval step does not change that, because UTA's map is the limit. After graduation, AANP rates Nebraska full practice once an NP completes 2,000 practice hours with a supervising provider. The July 2026 DHHS board rosters drop the stand-alone Board of Advanced Practice Registered Nurses and show APRN members on the Board of Nursing, which suggests a merger, though we found no statute confirming it. Colorado, on Nebraska's southwest border, is on UTA's NP list.
Questions UTA students ask
Is there a Nebraska approval step for UTA's RN-to-BSN?
No approval step applies, according to DHHS. Pre-licensure programs get board approval; post-licensure programs, online or in any other format, are not regulated by the board. UTA's map lists Nebraska for the RN-to-BSN, and its practice work happens at your workplace and in your community rather than with a preceptor.
Who sets the qualifications for my UTA preceptor in Nebraska?
For post-licensure programs, DHHS says the nursing program sets preceptor qualifications. That means UTA's standards: an active, unencumbered license and at least one year in the specialty role, and for NURS 5362 a preceptor working in nursing education. UTA's clinical team then signs off on both.
Is UTA's online FNP an option for Omaha residents?
No. Of the states bordering Nebraska, only Colorado is on UTA's list for the NP tracks, post-master's NP certificates and DNP, and UTA goes by the state in your MyMav address. From Omaha, the UTA options are the RN-to-BSN and the MSN in Nursing Education or Nursing Administration.
Does my UTA faculty need a Nebraska license?
Under the NCSBN guidance DHHS applies, practice takes place where the student is, so DHHS wants faculty licensed in the student's state and APRN-student faculty licensed as Nebraska APRNs. How UTA meets that is UTA's matter; if a Nebraska site asks, refer the question to NursingSOA@uta.edu.
