Delaware: UTA's open programs and the board notice rule
One Delaware rule shapes your practicum: a school from another state has to give the Board of Nursing notice before it uses any Delaware clinical facility. Delaware residents can enroll in UTA's online RN-to-BSN and its two non-NP MSNs, and the rule matters most for the precepted Education and Administration practicums; the NP tracks and DNP are closed here.

What UTA offers Delaware residents

Delaware's notice and approval rule
Delaware spells it out. Under 24 Del. Admin. Code 1900-2.4.1.9.4.1.5, a school based in another state gives the Board of Nursing notice ahead of any use of a Delaware clinical facility, and first sends in:
- evidence that its home-state board approved the program, or that it holds national accreditation
- a copy of the written agreement it has with each clinical agency
- the qualifications it sets for clinical faculty and for preceptors
- who its faculty and preceptors are, and the site each is assigned to
- current Delaware or compact licenses, copied, for each faculty member and preceptor
On top of the notice, no student may be assigned to a facility until the board has approved it on the strength of the school's submitted forms, and board representatives may come to see it. The standards cover “all nursing education programs”, with no separate treatment for pre-licensure, RN-to-BSN or graduate programs. Whether UTA has filed, or needs to, for your course and site is something only UTA's state authorization team at NursingSOA@uta.edu can tell you.
The filing is the school's, but it needs your preceptor's name, site and license. Raise a Delaware site with UTA early, not the week before your course.
Who can precept, and where, in Delaware
To precept in Delaware, a nurse needs a valid license plus a BSN or a more advanced degree. When an online program's faculty member acts as clinical instructor or preceptor inside a Delaware facility, that person must be licensed or privileged at a level matching or exceeding what the student is preparing for. UTA adds its own preceptor requirements: an Education preceptor must work in nursing education, and Administration hours happen with senior nurse leaders.
Delaware's health systems include ChristianaCare, Bayhealth, Beebe Healthcare and Nemours Children's Health, whose Delaware hospital is in Wilmington. Its population centers are the state's share of the Philadelphia-Camden-Wilmington metro, the Dover metro and the Seaford micropolitan area. Nothing here suggests any of them has an agreement with UTA. RN-to-BSN students looking for community context can start with Delaware's Division of Public Health, part of the Department of Health and Social Services.
Licensing: a compact state since 2018
Multistate licenses have been valid in Delaware since January 19, 2018, the date Delaware put the Nurse Licensure Compact into effect; the Board of Nursing belongs to the Division of Professional Regulation. Anyone holding a multistate license from a member state may practice in Delaware, and UTA asks for nothing more on your side. Your preceptor's license matters too, since Delaware's filing lists it. UTA NP students and Delaware
AANP rates Delaware full practice, and Delaware signed the APRN Compact on August 4, 2021, one of five states to enact it; the compact starts only once seven have. None of that changes UTA's map, which keeps its NP tracks and DNP to seven other states. Because Delaware's filing needs preceptor names, sites and licenses, a confirmed preceptor early beats a late scramble. We look for Education and Administration preceptors who fit the UTA course, collect the CV and license copies UTA will want, and keep searching if one withdraws. UTA approves every placement.
Questions UTA students ask
Does Delaware's board notice apply to UTA's RN-to-BSN?
The rule's text covers all nursing education programs and does not carve out RN-to-BSN programs. What our research could not settle is whether workplace and community assignments count as using a Delaware clinical facility. Ask your course faculty and NursingSOA@uta.edu before a course that relies on a Delaware agency.
Can a Delaware nurse without a BSN precept my UTA practicum?
Probably not. Under Delaware's rules a preceptor needs a valid license and a BSN or a higher degree, and UTA wants an Education preceptor working in nursing education with at least one year in the role. A nurse without a bachelor's degree would miss Delaware's definition even if UTA's other tests were met.
How long does Delaware board approval take?
Our research found no published timeline from Delaware or UTA. The rule requires notice and documents before a facility is used, and board approval of the facility before students are assigned. Identify your Delaware preceptor and site at least as early as UTA's general advice of 12 to 16 weeks before the course, and let UTA handle the filing.
Does Delaware's APRN Compact membership open UTA's NP tracks there?
No. The APRN Compact is a licensing agreement for practicing APRNs and is not yet in effect, since only five states have enacted it. It has nothing to do with where UTA's NP programs operate. UTA's map lists Delaware only for the RN-to-BSN and the Education and Administration MSNs.
