UTA nursing from Alabama: two programs open
UTA's state map lists two nursing programs for Alabama: the online RN-to-BSN and the MSN in Nursing Administration. Nursing Education, the NP tracks and the DNP are left off. For post-licensure students in Alabama clinicals, the Alabama Board of Nursing's requirement is an RN license, Alabama-issued or multistate; out-of-state prelicensure and advanced practice programs face a separate filing rule.

Which UTA programs Alabama residents can take

What the Alabama Board of Nursing asks of out-of-state programs
Alabama's rule, Ala. Admin. Code r. 610-X-3-.09, targets prelicensure and advanced practice programs based outside the state. No later than 15 days before any clinical learning experience in Alabama, such a program sends the Board its approval documents with a letter of intent. The letter names the student and the clinical supervisor, each with a license number, identifies the facility, and attaches a statement by the facility's CNO or Director of Nursing. Those programs also pay an annual, non-refundable out-of-state program fee, and the Board says their students may not attend Alabama clinicals without approval and payment.
For post-licensure programs, which the Board's FAQ says include RN-to-BSN, MSN and DNP, the stated requirement is the student's license (next section). Any faculty member teaching students in Alabama on more than 30 days a year must hold an RN license from Alabama or a multistate one.

Administration hours with Alabama nurse leaders
UTA's Administration practicum happens in healthcare facilities where senior nurse administrators are present. In Alabama that points to organizations such as Huntsville Hospital Health System, Baptist Health in Montgomery, UAB Medicine in Birmingham, and Infirmary Health and USA Health in Mobile. These are examples of the setting, not sites that have agreed to host UTA students.
For NURS 5339, UTA's RN-to-MSN page says a location other than your place of employment is preferred. NURS 5340 adds a capstone community partnering project to its 90 hours; the NURS 5340 guide explains it, and the Administration MSN page covers preceptor expectations.
RN-to-BSN practice work and your Alabama license
The RN-to-BSN asks for no preceptor. Two courses run at your workplace. The community pair, NURS 3325 and NURS 4465, could draw on a public health setting, whether through the Alabama Department of Public Health or a local agency around Birmingham, Huntsville, Mobile or Montgomery; faculty judge the fit. Alabama's compact start date was January 1, 2020. According to the Board's FAQ, a post-licensure student in an Alabama clinical experience needs one of two licenses: an Alabama RN license that is valid and unencumbered, or a party state's multistate license. That matches UTA's own rule that you be licensed wherever you do clinical work.
If you're a UTA NP or Education student moving to Alabama
Alabama is not on UTA's map for the NP tracks, post-master's NP certificates, the DNP or the Education MSN. If you are in one of those programs and relocating, the MSN handbook's rule applies: the program can only be completed in a state where UTA's nursing college can operate. Its listed consequences run from a delayed or refused placement and a return to Texas or another approved state for clinicals to withdrawal or failing to graduate. For context, AANP's rating for Alabama is reduced practice. An NP's practice depends on a regulated collaborative agreement with a physician, and two boards, Medical Examiners and Nursing, regulate NP practice together. That governs how NPs practice in Alabama; it does not change UTA's map.

Can I take UTA's MSN in Nursing Education if I live in Alabama?
Not according to UTA's state map, which leaves Alabama off the Nursing Education list. Alabama residents can instead choose the Administration MSN or the RN-to-BSN. Does the Alabama Board of Nursing have to approve UTA before my practicum?
Alabama's letter-of-intent and fee rule is written for out-of-state prelicensure and advanced practice programs. What the Board's FAQ sets for post-licensure programs, the RN-to-BSN and MSN among them, is a license requirement for the student. Whether UTA must file anything for your course is a question for NursingSOA@uta.edu.
Is a Texas multistate license enough for UTA practice work in Alabama?
For post-licensure students in Alabama clinical experiences, the Alabama Board of Nursing accepts either a party state's multistate license or a valid, unencumbered Alabama RN license. Texas is a compact party state, so a Texas multistate license fits that wording. UTA checks licenses through Nursys, so keep yours current and unencumbered.
Would my Alabama preceptor qualify for the state's preceptor tax credit?
Not for a UTA student. Alabama's Preceptor Tax Incentive Program gives a state income tax credit to community-based preceptors who work unpaid in rural areas that are medically underserved, and it counts only rotations supporting programs at institutions physically located in Alabama. Rotations for out-of-state programs, UTA's included, do not qualify.
