Oklahoma and UTA's online nursing programs
Living in Oklahoma, you can take UTA's online RN-to-BSN or its MSN in Nursing Education or Nursing Administration. UTA's NP tracks, post-master's NP certificates and DNP are not listed for Oklahoma, even though the state's own board lets some out-of-state APRN students train there. Here is how those two sets of rules fit together.

Which UTA programs Oklahoma residents can take
UTA reads your state from the MyMav mailing address. With an Oklahoma address, the map data checked on September 23, 2026 gives this picture:

What Oklahoma's board rule covers, and what it leaves out
The Oklahoma Board of Nursing's rule, OAC 485:10-5-12, sorts out-of-state programs by type. Programs leading to initial licensure need the board's prior permission, supported by a letter showing full approval in another jurisdiction, supervision by faculty with an unencumbered Oklahoma license, a written clinical affiliation agreement, and precepted experiences that follow board policy.
RNs in out-of-state APRN programs get a lighter path. Under subsection (c) they may do clinicals and preceptorships in Oklahoma without a permission step if they hold an unencumbered license to practice registered nursing in Oklahoma, the overseeing faculty member holds an unencumbered Oklahoma license at or above the level taught, and the program meets the board's APRN education requirements.
The rule does not address RN-to-BSN programs, and our sources say nothing about master's programs in education or administration. For those, confirm with UTA's state authorization team at NursingSOA@uta.edu how UTA treats Oklahoma.
Oklahoma City, Tulsa and where practicum work happens
Oklahoma City and Tulsa are the state's two big metros. The Census Bureau's 2025 estimate puts them at about 1.51 million and 1.07 million people, with Lawton and Enid far smaller. The large health systems include OU Health, the University of Oklahoma's academic health system; INTEGRIS Health; Saint Francis Health System; Hillcrest HealthCare System; and SSM Health St. Anthony, the Oklahoma hospitals of St. Louis-based SSM Health.
Those names describe the settings, not sites that have agreed to take UTA students. An Education practicum can sit with a hospital educator or in an academic setting, and Administration hours happen in facilities where senior nurse leaders work. Community work in NURS 4465 fits public health settings like the Oklahoma State Department of Health and county health departments.

Your compact license covers Oklahoma
Oklahoma's board began issuing multistate RN and LPN licenses on January 19, 2018, the day the Nurse Licensure Compact took effect there. A nurse holding a multistate license can practice in other compact states without extra licenses, so a Texas or Oklahoma multistate license covers practicum hours on either side of the line.
The handbook's rule is simple: be licensed wherever the clinical hours happen. See RN license for clinicals for UTA's verification steps. A single-state license from a non-compact state would not reach Oklahoma; in that case you get an Oklahoma license at your own expense.
UTA NP students and the Oklahoma line
Oklahoma's rule would let an out-of-state APRN student train there under set conditions, but UTA's map is the binding limit, and Oklahoma is not on its NP or DNP list. The MSN handbook restricts program completion to states where CONHI can operate. For someone living in Oklahoma, or moving there, the handbook warns of stalled or refused placements, clinicals relocated to Texas or another approved state, withdrawal, and a degree that may not be finished. Students near a border who want clinicals across it must email NursingSOA@uta.edu first.
Two Oklahoma facts matter later rather than now. The state's preceptor tax credit, effective for tax years 2026 through 2035, rewards Oklahoma-licensed APRNs, physicians and PAs who precept APRN students in primary care, yet it opens no UTA route while the NP tracks are closed there. AANP rates Oklahoma restricted: NPs need 6,240 hours of documented physician supervision for prescriptive authority and cannot prescribe Schedule II drugs. Texas and Arkansas are the neighboring NP states on UTA's map.

Does Oklahoma's APRN clinical rule let UTA NP students train there?
Oklahoma allows out-of-state APRN students to do preceptorships under set conditions, but UTA decides where its own students may study, and its map does not list Oklahoma for NP tracks, post-master's NP certificates or the DNP. The state's permission does not override UTA's list, so ask NursingSOA@uta.edu before planning anything across the line.
Is UTA's RN-to-BSN covered by Oklahoma's out-of-state program rule?
The board's out-of-state rule covers programs leading to initial licensure and APRN programs; it does not address RN-to-BSN programs. UTA's RN-to-BSN practice work happens in your workplace and community without a preceptor, and UTA's map lists Oklahoma for the program. Take any employer questions about approvals to your course faculty.
Do Oklahoma preceptors of UTA Nursing Education students get the state tax credit?
The credit, created by HB 3351 in 2024, covers Oklahoma-licensed physicians, PAs and APRNs who provide primary care and precept medical, PA or APRN students. A nurse educator precepting a UTA Nursing Education student in NURS 5362 does not fit that description, so do not offer the credit as a reason to say yes.
Is Tulsa or Oklahoma City better for a UTA Administration practicum?
Neither has an edge on paper. What UTA needs is a facility where senior nurse leaders work and a preceptor UTA approves. Both metros have large systems, so let your commute and your employer shape the choice. For NURS 5339, UTA prefers a site other than your place of employment.
