Studying at UTA from Arizona
An Arizona mailing address opens three UTA programs: the online RN-to-BSN and the MSN in Nursing Education or Nursing Administration. UTA's state map does not list Arizona for its nurse practitioner tracks, post-master's NP certificates or DNP, and Arizona's board runs its own approval process for out-of-state APRN programs.

What UTA lists for Arizona residents
UTA's state-authorization map, checked on September 23, 2026, sorts programs by the state in your MyMav mailing address. For Arizona it reads like this:

None of the three open programs leads to licensure, as UTA's State Authorization page points out, and only the two MSNs involve a preceptor. The RN-to-BSN overview explains why that program has none to find.
Arizona's board approves out-of-state APRN programs first
AZBN (Arizona State Board of Nursing) describes its regulatory remit as pre-licensure and APRN programs. Its advisory opinion on out-of-state programs, revised in November 2020, requires an APRN program to submit an approval application to AZBN before even one of its students begins Arizona clinical experiences. A program whose APRN track is approved by its home-state board, and which is nationally accredited and in good standing, gets a streamlined review. Approval brings ongoing duties: tracking the licensure of the program director, faculty, preceptors and students, tracking placements, and supplying data for an annual survey or audits.
The opinion does not address RN-to-BSN programs, and the sources we reviewed do not say how AZBN treats a post-licensure MSN in Education or Administration. Arizona's rule R4-19-217 says a distance-learning program's clinical supervising faculty must be licensed where the clinical activity happens. Where Arizona practicum work happens
Phoenix-Mesa-Chandler is by far Arizona's largest metro: the Census Bureau's 2025 estimate puts it at about 5.2 million people, against about 1.07 million for Tucson, with Lake Havasu City-Kingman and Prescott Valley-Prescott much smaller still. The large systems sit there too: Banner Health with its Banner - University Medicine academic centers, HonorHealth in Scottsdale, Phoenix Children's, TMC Health in Tucson and Mayo Clinic in Arizona.
Treat those names as a picture of the settings, not a list of sites that host UTA students. RN-to-BSN workplace assignments happen wherever you already work. A 2018 syllabus for NURS 4465 had students work with a community health nurse or agency, the kind of public health work the Arizona Department of Health Services and county programs do. An Education preceptor might be a hospital educator; an Administration preceptor is a senior nurse leader in a facility.

Your RN license for Arizona practicums
Arizona's Nurse Licensure Compact start date is January 19, 2018. Practicum work there is therefore covered by an unencumbered Arizona license or by another compact state's multistate license. UTA's MSN handbook requires a license valid in every state where you complete clinicals.
On the APRN side, AZBN's opinion says an APRN preceptor needs Arizona APRN certification on top of an RN license that is either Arizona-issued or multistate; physicians who precept must be licensed in Arizona to practice medicine. For the Education practicum, UTA's preceptor page asks for an active, unencumbered license, at least one year in the specialty role, and work in nursing education. UTA NP students weighing a move to Arizona
For a UTA NP student, Arizona is a state-authorization problem before it is a placement problem. The MSN handbook says program completion “may only occur in a state in which CONHI can operate,” and Arizona is not on the NP or DNP list. The handbook's consequences for living or working in an unapproved state run from a delayed or denied placement, to being sent back to Texas or another approved state for clinicals, to withdrawal or no degree.
Arizona's own layer would sit on top: AZBN approval of the program before any clinical hour, and preceptors with Arizona APRN certification. AANP rates Arizona full practice, which matters after graduation, not during a UTA track. Email NursingSOA@uta.edu before you sign a lease or a travel contract. New Mexico, next door, is one of UTA's seven NP states, and out-of-state clinicals lists the rest.
Questions UTA students ask
Can I enroll in UTA's online FNP program from Arizona?
Not with an Arizona mailing address. The NP tracks, post-master's NP certificates and DNP are open in only seven states, and Arizona is not one, though its neighbors New Mexico and California are. UTA reads your state from MyMav, so check the map and write to NursingSOA@uta.edu before applying or moving.
Does Arizona have to approve UTA's RN-to-BSN before I do practice work there?
The out-of-state rules AZBN applies target pre-licensure programs and APRN programs, and RN-to-BSN programs go unaddressed in its advisory opinion. UTA's RN-to-BSN practice work happens at your workplace or in your community, with no preceptor to arrange. If an employer or agency asks about approvals, take the question to your course faculty.
Who can precept the UTA Nursing Education practicum in Arizona?
UTA's preceptor page asks for an active, unencumbered license, at least one year in the specialty role, and someone working in nursing education in a clinic, hospital or academic setting. The course is NURS 5362, 135 precepted hours. UTA's clinical team approves the preceptor and site; a Phoenix or Tucson educator still goes through that review.
Is Arizona in the Nurse Licensure Compact?
Yes, since January 19, 2018. Texas belongs as well, which means an unencumbered multistate license from Texas extends to Arizona. UTA's handbook still requires that your license be valid where the practicum happens, and UTA checks it through NURSYS.
